Will, who is a past Nawakwa Lodge Chief and Section SR7A Chief (two terms), is the first Nawakwa brother to serve as a national officer. Will has been active with Troop 521 in Mechanicsville and earned Scouting's highest rank of Eagle Scout. Will is an outstanding young man, a freshman at Christopher Newport University, and the son of Tim and Carolyn Swingle of Mechanicsville. At the 2009 Fall Fellowship/Banquet, Will was presented the James E. West Fellowship Award for his service to Scouting, and he had the rare privilege of presenting the Founder's Award to his father, Tim Swingle. In his role as National Vice Chief, Will is going to travel the country representing the Order of the Arrow at national, area, section, and council functions/events. His term of office will run through calendar year 2010, the 100th anniversary year of the Boy Scouts of America. A conclave is where the lodges of the section (Section SR-7A consists of 6 Virginia lodges) get together for training, competition, and fellowship.
